The City Administrator is responsible for ensuring the direction set by the City Council is implemented and that City operations are conducted efficiently, economically effectively, and that concerns of citizens are addressed in a timely manner.
Philip Rath is the City Administrator for Ottumwa. Mr. Rath has more than 15 years’ experience in the field of public administration. His last position was the City Administrator for Monroe, Wisconsin. Mr. Rath has a Bachelor’s Degree in Economics with an emphasis in Politics and Government. He has a Master’s Degree in Public Administration.
On June 13, 2022, Governor Reynolds signed House File 2130 into law. HF 2130 pertains to the regulation and operation of all-terrain vehicles (ATVs) and off-road utility vehicles (UTVs).
