Planning and Zoning

The City Planning and Zoning staff develop plans for the future development of the community and administers development regulations, which ensure that the use and development of land meet community standards.

City code is intended to balance conservation and development, achieve design excellence in the built environment and guide Ottumwa’s sustainable future. This is achieved by organizing and calibrating regulations for structures, uses and parking by neighborhood context.

Planning and Zoning Commission

Our Plan and Zoning Commission consists of nine members who as a group make recommendation to the city council on:

  1. surveys, studies, maps, plans or charts that bears relation to a comprehensive plan
  2. review of any design and proposed location of any statuary, memorial, or work of art in a public place; public bridges, viaducts, street fixtures, public structures or appurtenances to be erected
  3. review of all plans, plats or replats of subdivisions or resubdivisions of land
  4. review of plans for any street, park, parkway boulevard, trafficway, riverfront, or other public improvement affecting the city
  5. establishment of district boundaries within the city
  6. rules and regulations relating to the restrictions to be enforced

Community Development Director Zach Simonson works with the Planning and Zoning Commission.

Zoning Variances

The Ottumwa Zoning Board of Adjustment is a five member committee that hears all applications for variances of the zoning ordinance. The board will determine when exceptional or extraordinary conditions exist that will cause undue hardship owing to circumstances unique to the individual property for which not created by the property owner or applicant and the variance for the zoning ordinance will not be contrary to public interest. The board also hears appeals for Conditional Use Permits to permit a property owner to conduct a use in a zoning district subject to a conditional use permit.

An application for the variance from the zoning regulations or conditional use permit is available from the Planning and Development office located in Room 201 of City Hall, 105 E. Third St., Ottumwa, Iowa.
