Contact the Planning & Zoning Department at 641.683.0615, Monday-Friday, 8:00 A.M. – 4:30 P.M. to ensure that your establishment is in compliance with all signage and zoning ordinances.
Iowa ABD is launching a new licensing and permitting solution, Electronic Licensing and Permitting System (eLAPS). We have launched the eLAPS system to local authorities, dramshop carriers, and a select group of licensees. We will be gradually launching eLAPS with all licensees over the next few weeks. If you need immediate assistance with a new or renewal license or have other immediate licensing issues, please send an email to elaps@iowaabd.com.

Contact your insurance agent to have your dram shop liability, if applicable, verified by Alcoholic Beverages.
Your application, dram shop liability and license fee must be properly filed with Alcoholic Beverages before your application is referred to the local authority (City of Ottumwa) for processing. The City of Ottumwa will need Planning & Development Dept., Fire Dept., and Police Dept. approvals prior to being placed on the Council's agenda for consideration. The Ottumwa City Council meets on the first and third Tuesdays for alcoholic beverage licenses to be considered for approval. The City Clerk's Office must have the information by noon Thursday prior to the forthcoming Tuesday.

Information relating to alcoholic beverages may be found in the Code of Iowa 2019, Chapter 123.
Effective April 1, 2016, all new and renewed licenses will be sent via e-mail. ABD will no longer mail paper copies of licenses. Licensees and Local Authorities must enter a valid e-mail address into the eLAPS application in order to receive a copy of the license. It is the responsibility of the licensee to print the document for prominent display in their business.
