Every person or firm in the business of cleaning onsite waste water systems shall be licensed by the state as a licensed commercial septic tank cleaner as well as licensed by the City of Ottumwa. The Ottumwa commercial septic tank cleaner license fee of $25.00 per year is to be paid to the city clerk on or before April 1, of each year.
